電気自動車EVには国から補助金が出ることはよく知られており、購入を検討している人は当然それをあてにしているはず。22年度日産リーフは6000台の生産を予定しており、補助金はそれに応じた予算が組まれているはずですが、私は実情を知りませんでした。２ちゃんねる「電気自動車総合スレ その19」で以下の書き込みがされていたのを見ました。

平成22年度のクリーンエネルギー自動車等導入促進対策事業予算は137.0億円。
電気自動車とプラグインハイブリッドに対する予算が123.7億円で、天然ガス自動車やクリーンディーゼル自動車への予算は13.3億円。
このうち、i-MiEVが114万円×4千台＝45.6億円、リーフが78万円×6千台＝46.8億円という計画だったけど、i-MiEVが計画通りには売れていないので予算は余っている。
第1～4回の公募による決定額は、電気自動車が19.7億円で急速充電器が4.3億円。

今年度の補助金募集の書類は以下の通りで、電気自動車、プラグインハイブリッド車、天然ガス自動車及びクリーンディーゼル自動車を対象に、総額で137億円は上記書き込みどおりです。原則通常車両との価格差の2分の1以内。補助予定台数約10,000台。

電気自動車、プラグインハイブリッド自動車及び充電設備に関する事業：約12,371百万円（うち、業務管理費：約123百万円）と書かれていて、上記情報の補助金額の計画とちょっと違うようです（1万台は天然ガス自動車等も含めた台数）。
i-MiEVの販売数は月平均170台程度で、22年度中に2千数百台程度でしょう。実は、今年度予算で補助金を受けるためには3月3日までに車両登録、本体代金支払いが完了する必要があり、3月8日までに実績報告ができなければならないのです。補助金関係の詳細は、この補助金を扱っている一般社団法人次世代自動車振興センターのサイト（http://www.cev-pc.or.jp/NGVPC/subsidy/index.html）に資料があります。リーフの場合6千台の予約車全部について今年度の補助金を受けるのは難しいでしょう。予算が不足する心配はなさそうです。
さて、4月以降2011(H23)年度どうなるかですが、下記資料のように、

2011年度予算では303.8億円が計上されていますので、新年度の電気自動車購入者に補助金が出ないということはないようです。電気自動車、プラグインハイブリッド車関係の電気自動車棟導入促進事業費は283億円で、補助率は通常車両との価格差の1/2以内、ということで2010年度と同様ですし、総額から見て台数の増加も予定しているようですから、一部でふりまかれている補助金がなくなるという噂のような心配は不要でしょう。
神奈川県など自治体によって、国の補助金に加えて独自に追加する補助金制度があります。
現在販売されている電気自動車の実用性に疑問を持っている私としては、これらの補助金を受けて電気自動車を購入される方は、補助金が他の国民の税金から出ていることを自覚して活用していただきたい、そして電気自動車が実用的になるように使い勝手に関する諸情報を発信して、社会やメーカーにフィードバックして改良に協力していただきたいと思います。
